Dr MARTIN -- a parliamentarian for 18 years -- won his Wollongong seat of Cunninghamby more than 10 per cent at last November's election.
Dr MARTIN says he thinks his constituents will be better served by a more enthusiasticrepresentative.
He's told the Nine Network he understands some constituents might be unhappy abouta by-election, but it's part of the democratic process.
Dr MARTIN says his decision has also been influenced by the ALP reform process.
He says reforming the party internally is important and his resignation is a greatchance to put someone in the parliament who'll be part of the reform process into thefuture.
